Move sectracker to a dedicated host instead of cloud VMs

We're at the point where it makes more economical sense to rent a dedicated host and spin up our own VMs for the production and staging instance, instead of relying on Hetzner Cloud VMs. Our current infra will become more expensive starting April 1st.

In a recent meeting we made the decision to move to a dedicated host, this is an issue to track progress on this. As a reminder, the security tracker has an approved budget of 100€/month.
