[Bug]: ApproximateQuantiles uses some unregistered combiners

What happened?

My team uses Beam's Golang ApproximateQuantiles module for part of our data analysis. As part of some recent cleanups, we noticed that some of its combiner objects aren't registered, which prevents us from running our own pipeline in strict mode.
