Increase Precommit PythonDocker workflow timeout

1. Seeing several workflow runs for 3.14 failing due to timeout - https://github.com/apache/beam/actions/runs/27204533577/job/80333471699?pr=38852
2. This may have to do with the changes from this - Fix ensurepip bundled pip upgrade for Python 3.12+ #38765
3. Increasing timeout to 60min instead of 45min.
