What does this PR do?
Added Elixir code generation. There's no package that could be downloaded from hex.pm package manager. hex is default package manager for Elixir. If this is merged into upstream I'd create one so other devs can just install it and don't have to manually generate it themselves.
Test Plan
This PR doesn't modify any code outside of Elixir generation code.
