How to specify effort level

The 0.20.0 release mentions:

Effort Levels: Configure agent effort/reasoning levels for chat requests

However, there is no documentation on how to specify the effort levels. Is this done via the prompt or is there configuration?

Can you specify extended reasoning for Sonnet 4.6, if that model is selected?
