[Build] Update MACOSX_DEPLOYMENT_TARGET to macOS 11

And enable the compiler options equivalent to the Xcode options
- CLANG_WARN_UNGUARDED_AVAILABILITY = yes
- GCC_TREAT_WARNINGS_AS_ERRORS = yes
