[Keras 3 OpenVINO backend] Support resize and gaussian_blur operations #34795

This issue tracks the implementation of the image operations (resize, gaussian_blur) in the Keras OpenVINO backend. This will help increase the parity for the OpenVINO backend.
I will submit a PR implementing this and enabling the corresponding tests.
