What this PR does / why we need it:
This PR updates the k8s clients' version from 1.21 to 1.26. It will be helpful to adopt new libraries like Open Telemetry.
Also i updated base image because of the CVE-2024-3596.
A community member already tried to resolve this issue, but due to inactivity for 1 year, I raised it.
