Let's say we have two lists: List 1 and List 2

When I add a card under List 2, I can choose the list from the popup form. If I select List 1, I will expect this new card is added to List 1, but it doesn't.

Actually this option doesn't make sense. As I create a card under List 2, I will expect the new card is added to List 2. Why there is such an option to select other list?
