Jenkinsapi @ 0.3.22 fails with 500 error against buildfarm

[emersonknapp]

Description

We've pinned our jenkinsapi dependency to a source version at 0.3.12.dev5, which at the time was newer than the one on PyPI. Now, PyPI does have newer versions, the latest is 0.3.22. However, calling builds with that one returns a 500 error.

I'd like to get on a released version rather than the git @ source pin, if possible.
