I can confirm this works. It's because the launcher does not inherit the shell environment variables. I asked Claude how to fix this, and it said to set the variables globally with the following instructions:

Check where your env var is currently set

grep -r "MY_PROJECT_ID" ~/.zshrc ~/.zprofile ~/.bash_profile ~/.bashrc 2>/dev/null

Then it says to add it to your launchd environment:
launchctl setenv ANTHROPIC_VERTEX_PROJECT_ID "MY_PROJECT_ID"

It says this only works until reboot. To make it permanent, it recommends a launch agent:
