Inserting a text block fails to consistently scroll the cursor into view

Description

When inserting new text blocks (e.g., Paragraph), the cursor is not always visible. At times, the cursor and current selected text block sits beneath the block toolbar. It appears as though the scroll calculation is incorrect or the block toolbar has an incorrect height. This occurs on devices of all sizes and platforms.

Step-by-step reproduction instructions

1. Open the editor on an iPad.
2. Begin typing, adding enough paragraphs (pressing Return) so that the block canvas needs to scroll to reveal the newly inserted block.
3. Note the cursor is, at times, rendered beneath the block toolbar; it should always be visible above the block toolbar.
