Update generated requirements for pre-training with JAX 0.9.2

Description

• Update the environment by running seed-env tool with JAX 0.9.2

• Incorporates changes from huggingface/transformers#41250. These changes include:

  • Strict Configuration Validation: Converting PreTrainedConfig and various model configuration classes to @DataClass structures with @strict validation.

Tests

1. CI tests
2. Installed pre-train TPU dependencies on v5p-8 and successfully run train.
