updating clarification post-release

Description

Updates the Export Password Hashes and MFA Secrets doc to reflect new PGP key validation logic and download-flow restrictions, plus addresses gaps that were causing customers to submit invalid PGP keys (notably EDDSA keys, since modern gpg defaults to ECC).
