Fixing these errors: on UCWS: Error: cannot create resources.apps.my_app: Failed to create app my-app. An app with the same name already exists. (409 ALREADY_EXISTS) on non-UCWS: Error: cannot create job: One of job_cluster_key, new_cluster, or existing_cluster_id must be specified. Serverless compute for workflows is not enabled in the workspace.
