Bump SDK to 0.138.0

Changes

• Regular SDK bump to v0.138.0 (87b666fa1) including all auto-generated files
• Fixes to Taskfile
  • Use relative path to bazel
  • Ignore error code on generate-refschema
  • Invoke generate_resources.py with uv, and add PEP 723 header to have it install pyyaml if needed
