Summary

What does the PR accomplish, why was it needed?
This is to support GPU passthrough. Kubevirt upstream has an issue in PCI passthrough.
This PR includes the patch that upstream accepted.
This patch will not be backported to 1.7.1 the current release.
Temporally, before we uplift the Kubevirt to 1.7.2+ or 1.8.0+, we need this patch to make GPU work in Kubevirt VMs.
