Release v2.7.1 - Revert accidental Bulma upgrade

When 2.7.0 was released, it accidentally contained the Bulma 1.0 submodule change. This will revert this change and allow 2.7.1 to use Bulma 0.9x as intended.

I think this is due to the fix for lemonsaurus/django-simple-bulma#98. I'd guess we're combining classes in unintended ways which has broken stuff now that the CSS ordering has changed.

I think this will just require a bit of work going through site and fixing the things that have changed.
